Low turnout=stupid people stayed home=stupid measures don't pass.
Yes, I was actually rather glad when I heard low turnout was predicted as I figured those who took the time to vote would be less likely to vote for "free" preschool.
The bad publicity Reiner brought on himself didn't hurt, either...
